In an effort to get more info, Eric contacted an agent at another agency this week. She told him that the minimum wait for a child in UZ is now 1.5 years, and that each agency will only be getting 5 referrals per year (an UZ quota we didn't know about). She suggested Kaz or Russia would be easier for us and that if we did them concurrently, UZ would likely be our second and not first child adopted.
Considering that we're technically not even "in line" yet, and that this is much different info we received than when we began this process, we became very discouraged. All of this, in addition to dropping 2 trips on us—I began to wonder if we weren't being tugged in another direction.
After a long week of taaaaaaalking, researching, meeting with our agent... and of course, PRAYING—we have decided to withdraw our application from UZ, and apply to another country.
We started over on our dossier last night.

I hope this doesn't discourage those of you waiting on referrals in UZ. I know there are many beautiful children waiting there for you, and we'll be praying for your families. Besides, we figure with our luck—as soon as we jump out of this line, it will start chugging along. Wherever you choose to adopt from, that is where the soul of your child will be! I've 'met' some amazing, amazing people adopting or have already adopted from Ethiopia via blogging. The process there seems to go quickly and run like clockwork. One thing that really strikes me as incredibly heartwarming about Ethiopia is that they consider children to be the most precious thing on earth. You see it in their culture and the way they embrace adoptive parents who travel there to meet their children. Good luck on your journey and I'll still 'come along for the ride' via your blog.
I agree with Tasha you'll know where your child is, you'll feel it. Don't get discouraged it's just another chapter you can write about when your little one comes home. What is interesting, however, if we have not heard anything about any quota or limit on number of adoptions per year per agency. I'd make a few more phone calls. I've been told that referrals are slow but moving, some of it has to do with paperwork not being complete so it takes time for that, but that the average time it'll take for a referral depending on your requests is up to 6 months. Some agencies because it's a new program get discouraged and make off the cuff comments. Any child who joins your family will be blessed so just do what is best for you!! Good luck.
Holly, you will find your child, be it in Uzbekistan or in Ethiopia. When you have your child at home, it doesn't matter anymore, where it was born, it only mattters, that it is at home with it's family.
I haven't heard anything about this quota either. Our agency is usually on top of these things, so I will contact them and ask. It doesn't afffect us, because we are first in line for our agency.
